Does a re-roof need a permit in Gahanna?
Yes, and the city publishes it in the clearest format any of these ten use: a one-page chart headed “Do I Need a Permit?”, updated in March 2024, with a row for each type of work and a column each for zoning, residential building and commercial building. The roofing row reads yes under both building columns and blank — not required — under zoning.
The same chart puts load-bearing structural work and interior alteration in the same yes column, so a job that moves from re-covering to re-framing does not change whether you need a permit, only what the division will want to see with the application.
How do you file in Gahanna, and what does it cost?
Through OpenGov. The Building Division moved online in May 2024 and stopped accepting paper applications at that point, so everything — application, documents, payment — runs through the portal on 614-342-4010 or building@gahanna.gov if you get stuck.
On price, the honest answer is that the published building fee schedule does not carry a roofing line. It sets flat base fees by category for one-, two- and three-family dwellings — a residential alteration is $250 and includes four inspections, a minor limited-scope permit is $150 and includes two — and the division decides which category your scope falls in. Ask which one before the work starts. Two numbers are certain: an additional or re-inspection is $150 an hour during normal working hours, and a 1% Ohio Board of Building Standards fee is added to every one-, two- and three-family permit issued under the Residential Code of Ohio.
What happens if the roofer skips the permit?
The fee doubles. Gahanna’s fee schedule cites city code section 1312.02: where work for which a permit is required is started before the permit is obtained, the fees shall be doubled — and it adds that paying double does not relieve anyone from complying with the requirements anyway.
That is the paper cost. The real cost is that the inspection which should have happened before the covering went down never happened, so nothing in the property record shows that the ice barrier, valleys and step flashings were done to code. That absence turns up later, at sale or at claim time.
Does your roofer have to register in Gahanna?
No, not since August 2023. The city states that it no longer requires contractors to register or renew a registration in order to file for building permits. What it still asks for is a certificate of liability insurance with a minimum of $500,000 submitted with the building permit application.
So the registry check that works in Hilliard or Grove City does not exist here. Ask for that insurance certificate yourself, check the name on it matches the name on your contract, and make sure the permit is pulled in the contractor’s name rather than yours.
Can a new roof be abated in Olde Gahanna?
Possibly, and Gahanna is one of the few suburbs where the residential answer is not simply no. The city runs five Community Reinvestment Areas — four in the industrial zone and one in Olde Gahanna — and its incentives material states that residential property owners in that fifth zone can receive a property tax abatement for new construction or renovation of existing residential properties. A community reinvestment area housing council is appointed for each area.

What does a roof replacement cost in Gahanna?
The permit is a small share of it, and the city publishes no housing-stock breakdown by pitch or storeys, so the number comes from your own roof: squares, pitch, storeys, grade.
Every range in the roof cost estimator starts as a standard-grade shingle roof on a low slope over a single storey and is then multiplied: 1.12 for a moderate 5/12 to 8/12 pitch, 1.30 for 9/12 and up, 1.08 for a second storey, 1.18 for a third.
